He was preceded in death by his wife, Faye Hammonds, father, Joseph H. Hammonds, mother, Maude K. Hammonds, 7 brothers and 3 sisters.
Ballard is survived by 1 brother and 1 sister, both of Kingsport.
The family will receive friends on Wednesday from 6-8:00 pm at Hamlett-Dobson Funeral Home, Kingsport.
Graveside services will be conducted on Thursday at 1:00 pm at Oak Hill Memorial Park.
