Robert C. Clear, 83, of Kingsport, died Tuesday night, November 28, 2017, at Brookdale of Colonial Heights. Born on March, 7, 1934 in Damascus, Virginia, Mr. Clear graduated from Mountain City High School. He then attended Emory and Henry for two years and went on to graduate from ETSU where he played football. He was in the U.S. Army and Army Reserves. Mr. Clear started his career with the Tennessee State Planning Commission in Johnson City, and was then hired as Kingsport's first city planner. He then worked at the city for 37 years, where he served as Planning Director, Transportation Director, and ultimately as the City's first Development Services Director. Mr. Clear was instrumental in the development of the design of the current Eastman Road in Kingsport, as well as the cities improvement building, where upon his retirement had a meeting room named in his honor. He was a member of First Broad Street United Methodist Church and the Kingsport Kiwanis for many years.
He was preceded in death by his father and mother, Rev. Arthur Clear and Erma Clear.
Mr. Clear is survived by his wife of 61 years, Mary W. Clear; son, Eric Clear and wife, Misty; granddaughters, Aarika Clear Marshall and husband Josiah, and Jessika Clear; brothers, Sidney Clear and wife Drusilla, David Clear and wife Karen; nephews, Gregory Clear, Jonathan Clear, Marc and Mary Ellen Clear, Ryan Clear, Todd and Bonnie Clear; and several grandnieces and nephews.
The family will receive friends from 2 p.m. to 3:30 p.m. on Saturday, December 2, 2017, at Hamlett-Dobson Funeral Home, Kingsport. A memorial service will follow at 3:30 p.m. with Dr. Spurgeon McCartt and Rev. Jack Weikel officiating.
An inurment service will follow in First Broad Street United Methodist Church columbarium.
In lieu of flowers, memorial contributions may be made to First Broad Street United Methodist Church, 100 E Church Cir, Kingsport, TN 37660, or the Alzheimers Association, 2020 Meadowview Pkwy #100, Kingsport, TN 37660.
